By giving full play to the basic role of territorial spatial planning in the autonomous region planning system, the Party Committee and the Autonomous Region People's Government have recently issued the "Implementation Plan for Establishing a Territorial Spatial Planning System in Guangxi and Supervising its Implementation."

The plan proposes that all regions in Guangxi shall not compile or submit for approval new spatial plans such as main functional area planning, overall land use planning, urban system planning, and marine functional zoning outside the territorial spatial planning system. Existing planning results must be integrated into newly prepared territorial spatial master plans at all levels. While preparing the plan, it is necessary to use the national unified surveying and mapping benchmark and mapping system based on the survey and monitoring data of natural resources, establish a land spatial planning database, integrate various spatial related data of various industries and departments, realize the accurate implementation of the main functional zone strategy and various spatial management and control elements, gradually form a "one map" of the region's land and space planning, and promote data sharing between government departments and information interaction between the government and society.

The plan is clear, and it is necessary to implement use control on all land spatial zoning classifications based on land spatial planning. A special protection system will be implemented for natural reserves, important sea areas and islands, important water sources, cultural relics, etc., with national parks as the main body, and differentiated management and control will be implemented. It is necessary to take "multiple regulations into one" as the basis and rely on the basic land and space information platform to coordinate the three major links of planning, construction and management, and promote "multiple reviews into one" and "multiple certificates into one".

Guangxi also proposed the goal of establishing a territorial spatial planning system and supervising its implementation. By the end of 2020, the region's land space planning system will be basically established, and "multiple plans integrated into one" planning and preparation policies and technical standards will be gradually established. The preparation of the autonomous region-level, city-level, and county-level land space master plans will be basically completed, and a "one map" for the development and protection of the region's land space will be initially formed.
