Chongqing City has recently launched a special campaign to crack down on top-notch enrollment chaos. Schools and relevant personnel who have enrolled in irregularities have been punished by notifying and criticizing them, reducing their enrollment plans, canceling annual merit-based evaluations, and withholding performance-based wages.

In recent years, some key high schools in Chongqing have resorted to illegal means to recruit students in order to increase their enrollment rates. This has led to problems such as a widening gap in the quality of students between ordinary schools and "super middle schools", which has caused concerns among many parents and education professionals. Since July 2019, the Chongqing Municipal Education Commission has launched an investigation and rectification of the chaos in the top enrollment. For the nine districts in the main city such as Shapingba that involved illegal enrollment, it has canceled various municipal-level annual evaluations and evaluations, and included their enrollment work in the 2019 evaluation of the district government’s performance of educational responsibilities; for Chongqing Nankai Middle School, Luneng Bashu Middle School, No. 8 Middle School Hongfan Middle School and other schools with enrollment violations issued notices and criticisms, and respectively reduced the high school enrollment plans for the two classes of 2020 at Chongqing No. 1 Middle School Boarding School, Chenggong Yucai School, and Experimental Foreign Language School, and canceled the 2019 "empty flight class" enrollment plan for Chongqing Experimental Middle School. The education administration department also interviewed the main person in charge of the schools that violated enrollment regulations and ordered them to make in-depth written reviews.

At the same time, relevant schools will punish relevant personnel who violate regulations, disciplines, and neglect their duties in the enrollment work in accordance with disciplinary regulations. Schools severely criticized and educated teachers who sent WeChat messages to students before exams to recruit students, and ordered written inspections. Chongqing Railway Middle School canceled the qualification of the deputy principal in charge of this school year's merit assessment, adjusted his division of work, and removed the director of the Parent Consultation Center; Nankai Middle School issued a school-wide notice of criticism to a teacher who illegally publicized the school's enrollment information before filling out the high school entrance examination application form, and canceled his qualification for this year's merit assessment. The boarding school of No. 1 Middle School canceled the qualifications for the annual evaluation of excellence and priority, and deducted the performance salary of the third-grade director and deputy director of the academic affairs office who organized students to carry out activities during the period of filling in the application form. There are also 10 middle schools that issued a school-wide notice to criticize 32 teachers who withheld student password cards, and canceled the qualifications for this year's evaluation of excellence and priority. The person in charge of the Chongqing Municipal Education Commission said that on the basis of in-depth verification and rectification of "pinpointed" enrollment problems, Chongqing is launching a special inspection of the city's primary and secondary schools to standardize school-running behaviors, and comprehensively regulate primary and secondary schools in six aspects: enrollment, fees, teaching management, after-school management, teacher management, and teaching evaluation. The education departments of districts and counties in the main city of Chongqing have also announced reporting hotlines to accept joint supervision from parents, students and society.
