Liu Guixiang said that for issues that are strongly reflected by the public and issues involving the overall situation of economic development and stability, courts at all levels must adhere to the principle of treating both the symptoms and the root causes, regard several types of cases as key breakthrough areas, continuously increase enforcement efforts, and carry out special operations in the fourth quarter of this year to attack with sharp swords.

He said that we should strengthen the equal protection of the property rights of private enterprises, carry out special enforcement of cases of party and government agencies and state-owned enterprises arrears of accounts to small and medium-sized enterprises, increase the protection of intellectual property rights of private enterprises by intellectual property courts, improve the communication and coordination mechanism for cases involving party and government agencies, and increase efforts to clean up through comprehensive management assessment, debt inclusion in the budget and other methods to ensure that cases with the ability to perform are "cleared" by the end of the year.

Liu Guixiang said that it is necessary to establish a long-term mechanism for the execution of cases involving people's livelihood, combine centralized execution with daily work mechanisms, insist on priority filing, execution and payment of cases involving people's livelihood, solve the practical problems of people in need, and enhance the people's sense of gain.
