Xinhua News Agency, Shanghai, August 21 (Reporter Zheng Juntian) The reporter learned from the Shanghai Housing Authority on the 20th that Shanghai has fully launched the consultation and acceptance of shared property rights guaranteed housing for non-Shanghai households in 16 districts in the city, and plans to complete it before the end of September 2019.

It is reported that non-Shanghai registered households must meet the conditions of holding a "Shanghai Residence Permit" with 120 points, no housing in Shanghai, and no housing sales or gifts in Shanghai within 5 years before the application is made, in order to apply for shared property rights guaranteed housing.

According to the requirements of the "Application Instructions for Shared Property Guaranteed Housing in Shanghai", non-Shanghai registered residents should apply on a family basis. In terms of household income thresholds, Shanghai requires that the per capita annual disposable income of a family with three or more persons must be less than 72,000 yuan, and the per capita property be less than 180,000 yuan; the per capita annual disposable income of a two-person family must be less than 86,400 yuan, and the per capita property must be less than 216,000 yuan.

The Shanghai Municipal Housing Authority stated that this expansion of shared property guaranteed housing will focus on those who have started businesses and have stable employment in Shanghai, especially all types of talents and young workers, and will focus on solving the housing difficulties of residence permit holders with longer certificate years, high academic levels, in line with Shanghai's industrial development orientation, and contributing to Shanghai's economic and social development.

"At present, the housing contradiction in Shanghai has mainly turned to solving the housing problems of two key groups. One type is the people with housing difficulties among the local registered population in Shanghai, especially low- and middle-income families with housing difficulties; the other type is the non-Shanghai permanent residents who have contributed to Shanghai's economic development, especially all kinds of talents, especially young talents." The relevant person in charge of the Shanghai Housing Authority said that Shanghai will further strengthen housing security and expand housing security coverage.

The person in charge particularly emphasized that the expansion of housing with shared property rights will not affect the normal supply of registered households in Shanghai. "This move is an expansion based on further increasing the supply of housing guaranteed by shared property rights, and the intensity of security will only increase rather than decrease."
