It has held multiple special legislative symposiums and organized legislative surveys and special studies. The draft text has been initially formed.

According to Chen Baosheng, the draft adheres to a problem-oriented approach, focusing on issues such as the status of preschool education, the responsibilities of governments at all levels and relevant departments, institutional guarantees, and punishment for illegal and illegal kindergarten operations. It strives to break the bottlenecks that have long restricted the reform and development of preschool education and provide legal protection for the healthy and sustainable development of preschool education.

It is understood that since 2004, the Education, Science, Culture and Health Committee of the National People’s Congress has organized and carried out legislative research on preschool education for many years. In 2018, the Preschool Education Law was included in the five-year legislative plan of the 13th National People's Congress Standing Committee and was included in the first category of projects.

Chen Baosheng said that the Ministry of Education is currently organizing efforts to revise and improve the draft, which is planned to be included in the 2020 legislative plan of the State Council.
